SECURITY GUIDE
Unauthenticated Arbitrary File Access in Atlassian Data Center (CVE-2026-21589)
Understand how URI delimiter parsing flaws in web-resource endpoints allow unauthenticated attackers to read files within the web root.
THE CONTEXT
What to understand
CVE-2026-21589 is a critical vulnerability (CVSS 9.3) impacting Atlassian Data Center and Server products, including Confluence, Jira, Bitbucket, Bamboo, Crowd, Crucible, and Fisheye. The flaw originates from improper handling of delimiter characters, such as double colons (::), in static web-resource routing components. When request paths are not canonicalized against the root resource directory, unauthenticated callers knowing targeted file paths can read configuration, credential, and application source files inside the web application root.
HIGH-LEVEL CONCEPT
How the risk can develop
This is a conceptual overview, not a procedure for reproducing an attack.
- An unauthenticated attacker sends an HTTP request targeting a web-resource routing endpoint with crafted delimiter sequences.
- The web-resource resolver strips or mishandles the delimiter without verifying that the resolved path stays within the asset folder.
- The underlying file server retrieves arbitrary configuration or credential files from the web application root.
- The sensitive file content is returned in the HTTP response body to the attacker.
WHY IT MATTERS
Potential impact
Exposure of database credentials, encryption salts, session secret keys, and internal system configurations without prior authentication.
BE AWARE
Signals to monitor
- Web access logs showing unusual colon or encoded separator sequences in /download/resources/ or /s/ requests.
- Sudden access spikes to internal XML, properties, or configuration filenames from external IP addresses.
- WAF telemetry identifying path traversal signatures targeting collaboration suites.
PUT DEFENSE FIRST
Recommended defenses
- 01Apply the vendor security patch released for Jira, Confluence, Bitbucket, and other affected Atlassian products.
- 02Configure perimeter reverse proxies to reject non-canonical resource path requests containing unexpected delimiters.
- 03Ensure application process operating system permissions restrict read access strictly to runtime assets.
- 04Rotate credentials and database secrets if evidence of arbitrary file disclosure is identified.
